About Us

Reimagining Care Through Connection & Education

Spectrum Life Care Services is a nonprofit organization dedicated to transforming how Northern Virginia cares for its most vulnerable citizens. We believe that true care starts with empowerment. That is why we are launching our mission immediately through community-based education and training—arming families and professionals with the skills they need today—while we work toward our long-term vision of building inclusive, lifespan care centers.


Our Future Roadmap.


Our ultimate goal is to construct a comprehensive hub of care featuring three specialized centers:


1. The Memory Wellness & Aging Center

Tailored for older adults and individuals living with Alzheimer’s, dementia, or other related cognitive decline:

  • Adult day health and enrichment programming
  • Cognitive therapies and person-centered care programming
  • Education and Support Services for caregivers
  • Aging-in-place services and wraparound care coordination


2. The Center for Developmental Empowerment

Focused on individuals age 18+ with intellectual and developmental disabilities (ID/DD), this center will offer:

  • Day support services
  • Vocational and life skills training
  • Community integration programs
  • Family and caregiver respite
  • Education and Support Services 


3. The Early Learning & Inclusion Center


A nurturing, inclusive childcare program for children of all abilities up to the age of 5:

  • High-quality early childhood education
  • Inclusive classrooms with developmental supports
  • On-site behavioral and therapeutic services
  • Sliding-scale tuition and scholarship access


Together, these centers will operate with shared infrastructure, coordinated staffing, and integrated wraparound services—

maximizing efficiency while fostering intergenerational connection and holistic well-being.

At Spectrum Life Care Services, we believe that you don't need a building to build a community. While our ultimate goal is to open comprehensive care centers, our mission is active right now.

We are currently dedicated to bridging the gap between diagnosis and daily life through community-based education. By training family caregivers, certifying professionals, and creating engagement programs for early-stage dementia, we are delivering on our promise of inclusive care today—laying the groundwork for a more resilient Northern Virginia.

Our approach goes beyond traditional service delivery; we focus on empowering the people behind the care. Whether it is teaching a spouse how to manage dementia behaviors or training a professional on inclusive practices, we design programs that build confidence and dignity.

By working collaboratively with local partners to host these trainings, we ensure our support is accessible, culturally competent, and deeply rooted in the neighborhoods we serve.

Joel Bednoski is the visionary Founder and President/CEO of Spectrum Life Care Services. With over 30 years of experience across the long-term care continuum, Joel brings a deep and compassionate understanding of what it means to care for people at every stage of life. Joel Bednoski is the visionary Founder and President/CEO of Spectrum Life Care Services. With over 30 years of experience across the long-term care continuum, Joel brings a deep and compassionate understanding of what it means to care for people at every stage of life. His professional journey spans clinical, administrative, and executive leadership roles—including work as a nurse, care coordinator, administrator, executive director, and consultant—within both nonprofit and for-profit organizations.

Joel holds a Bachelor’s degree in Health Services Administration from George Mason University and is a nationally licensed Long-Term Care Administrator through the National Association of Long Term Care Administrator Boards (NAB). He is also a Licensed Practical Nurse (LPN) and has earned multiple professional certifications in dementia care.

Rooted in a lifelong commitment to person-centered care, Joel founded Spectrum to bridge the gap between diagnosis and daily life. Recognizing that families are often left unsupported, he launched Spectrum’s Community Education Initiative to bring expert training directly to the people who need it most, while leading the strategic development of Spectrum's future comprehensive care centers.

Joel is dedicated to fostering environments where every individual is seen, valued, and empowered. Through Spectrum, he aims to provide not only physical and social support, but also a sense of purpose and belonging. His leadership is grounded in the belief that care should be accessible, equitable, and community-driven—ensuring that people of all abilities remain active and connected members of society.

Under Joel’s leadership, Spectrum Life Care Services is building a brighter, more inclusive future for Northern Virginia and beyond.

Christi Clark-Bell has over two decades of experience in transforming how care is delivered to those with memory impairment. She specializes in the creation of innovative dementia programming, particularly for individuals in the early stages of the disease, ensuring dignity and purpose are maintained throughout the care continuum.

Christi Clark-Bell has over two decades of experience in transforming how care is delivered to those with memory impairment. She specializes in the creation of innovative dementia programming, particularly for individuals in the early stages of the disease, ensuring dignity and purpose are maintained throughout the care continuum.
Christi’s career is defined by a commitment to education and advocacy. She has successfully developed and facilitated robust caregiver training modules and support programs, bridging the gap between clinical care and family needs. Her strategic insight is informed by her diverse background in operations and marketing within the assisted living sector and community-based adult day services.
In addition to her B.A. from George Mason University, Christi is actively pursuing a Master’s in Gerontology from Virginia Commonwealth University (VCU) to further deepen her impact on the field and expects to graduate in May 2026. She has recently created a consulting business, Supportive Journeys, providing coaching to caregivers on their journey. She holds credentials as a licensed Assisted Living Facility Administrator, a Certified Alzheimer’s Disease and Dementia Care Trainer, and a Certified Memory Impairment Specialist.

Colleen F. Walker brings over 25 years of experience in senior care operations, marketing, and training to her role as a founding Board Member of Spectrum Life Care Services. As the CEO of Culture Builders Consulting, LLC, Colleen partners with organizations to design and implement intentional corporate cultures that foster purpose-driven engagement, leadership alignment, and long-term impact. Her award-winning approach combines operational strategy with heart-centered leadership—placing people at the core of organizational success.

A respected culture coach and change agent, Colleen’s work spans hospitals, universities, faith communities, and mental health providers, as well as long-term care and assisted living organizations. She has led culture transformation efforts at national institutions such as the National Institutes of Health, Johns Hopkins University, and Yale, and held senior leadership roles at Brookdale Senior Living and HCR Manor Care.

Colleen holds an MBA in Healthcare Administration from the Jack Welch Management Institute at Strayer University, and a BS in Applied Life Sciences and Therapeutic Recreation from the University of Illinois Urbana-Champaign. She is certified as a Therapeutic Recreation Specialist (TRS), Certified Dementia Practitioner (CDP), Memory Impairment Specialist (CMIS), and Alzheimer’s Association Support Group Facilitator.

Passionate about equity, inclusion, and lifelong care, Colleen is proud to serve on the Spectrum board. She believes deeply in the organization’s mission and brings a unique lens to the integration of elder care, disability support, and inclusive early childhood education across the full life care spectrum.

With over 30 years of experience across the long-term care continuum, Joel brings a deep and compassionate understanding of what it means to care for people at every stage of life. Robin McGlothin is a dedicated nonprofit leader with over 15 years of experience advancing missions that serve vulnerable and marginalized populations. A Certified Fund Raising Executive (CFRE) and proud member of the Rotary Club of Dulles International Airport, Robin currently serves as the Chief Development Officer at The Arc of Loudoun. In this role, she leads strategic philanthropy efforts to expand services for individuals with disabilities across Northern Virginia.

Prior to joining The Arc, Robin spent a decade as Director of Philanthropy at Insight Memory Care Center, where she played a pivotal role in growing fundraising initiatives and raising awareness for dementia care. Her passion for helping others is deeply personal and professional—driven by her commitment to creating inclusive communities where every individual can thrive.

Robin holds a Bachelor of Arts in Business Administration from Messiah College and served as a Peace Corps Volunteer in Armenia from 2003 to 2005. Her work is especially inspired by her daughter, Stella, who has Down syndrome. She believes that fundraising is more than a profession—it’s a pathway to empower change, build equity, and ensure that people with disabilities have access to the resources and support they deserve.

Robin is proud to contribute her expertise and heart to Spectrum Life Care Services and to help bring to life its vision of lifelong, community-based care for people of all abilities.
